Political structure: Federal structure of 36 states + a federal capital territory whose capital Abuja has witnessed a phenomenal boom since 1986. The lowest tiers of governance are the semi-autonomous 774 local government areas.
Socio-morphology: Though there are 4 dominant languages [English, Hausa, Yoruba & Igbo] there are actually 250+ [...UNESCO], mirroring an equal number of ethnic groups and cultures that make up the people, flora and fauna of Africa's most populous state.
Economy: The federal structure and civilian rule is combining to pressure provincial administrations into expanding income sources for the 150m+ people beyond Nigeria's Oil & Gas based economy.
The federal government's emphasis on diversification, increased attraction of Foreign Direct Investment and privatization of inefficient state-owned monopolies – mostly utilities, has led to a re-assessment of resources. Some state governments have already recognized the potentials of eco-tourism, business convention tourism and internal tourism to galvanize their economies.
